Wuhan medical treatment regulations: ambulances need to install GPS positioning

The Wuhan Pre-hospital Emergency Medical Treatment Regulations (Revised Draft) was recently submitted to the Fifth Meeting of the 13th National People's Congress of Wuhan for consideration. The Regulations (Revised Draft) stipulates that ambulances should be equipped with mobile satellite positioning and video surveillance systems to strengthen the unified dispatching and full monitoring of ambulances so as to avoid causing disputes.

According to the regulations (draft revised draft), ambulances should meet national standards and install mobile satellite positioning systems, wireless communication equipment, and front and interior video surveillance systems as required. Emergency call recordings, electronic dispatch records, and ambulance video surveillance data should be kept for at least two years. No unit or individual may use the “120” ambulance automatically. For the ambulances carrying out first-aid tasks, the traffic control department and road toll station of the public security organs should give priority to releasing them.

In addition, the Regulations (Revised Draft) also requires that emergency personnel should send the sick and wounded to the emergency department (office) of the medical institution and handle the written handover procedure. Medical institutions should immediately treat acute, critical and severely wounded patients and they must not refuse or push them for any reason.
