Release the investment signal to the west

On July 6, German Chancellor Angela Merkel’s visit to China began with a visit to Chengdu. For the first stop of the trip to China, I chose Chengdu, Sichuan. Yao Ling said that this is related to the EU's investment and economic perspective in recent years.

This is also the first time that Merkel has visited China since he was re-elected as German Chancellor last December. She is also the seventh visit to China in the 9th German Prime Minister's post.

In March of this year, President Xi Jinping visited Germany and reached an important consensus with the German leaders on deepening bilateral relations and cooperation.

China and Germany are so high-density that you come and go, and trade is always the core issue.

At present, Germany is China's largest trading partner in Europe and an important capital and technology investor in China. Sino-German trade has always accounted for nearly one-third of China-EU trade, equivalent to the sum of China and Britain, France and Italy. In 2013, Sino-German trade reached US$161.6 billion, 580 times that of the establishment of diplomatic relations between the two countries in 1972.

German investment in China accounts for a quarter of the EU's investment in China. At present, there are more than 8,200 German companies in China with a cumulative investment of more than 20 billion US dollars. And 40% of China’s technology imports from the EU come from Germany.

Yao Ling believes that the opportunities for cooperation between China's central and western urbanization for German and even EU companies involve energy, old city transformation and service industries.

At present, Sichuan has become one of Germany's most important economic and trade partners in western China. According to relevant persons from the Sichuan Provincial Department of Commerce, 18 of the world's top 500 German companies, including Volkswagen and Siemens Group, have settled in Sichuan.

Explain China's economic status

On the 7th, Li Keqiang and Merkel held formal talks in the Great Hall of the People. Li Keqiang pointed out that China has always regarded development as its top priority and the improvement of people's livelihood as a priority. Since then, when answering questions about China's economic situation, Li Keqiang once again explained the status quo and policies of the Chinese economy.

"Since this year, in the face of downward pressure on the economy, we have maintained our strength and did not engage in strong stimulus. Instead, we have strengthened our targeted adjustments on the basis of interval control, and adopted a series of measures to stabilize growth, promote reform, adjust structure, and benefit the people. The Chinese economy has maintained a stable operation, and major economic indicators such as economic growth, employment and price increases have remained within a reasonable range," Li Keqiang said.

Li Keqiang said that after hard work, the economic development in the second quarter has improved compared with the first quarter, but the downward pressure cannot be taken lightly. "We will continue to strengthen the pre-adjustment and fine-tuning and implement targeted regulation. One is to stimulate market vitality, the second is to increase the effective supply of public goods, and the third is to support the development of the real economy. When he visited Britain and Greece not long ago, Li Keqiang gave a detailed introduction to China's domestic economic development and proposed confidence to maintain steady growth.

Yao Ling believes that “the reason for the EU members including Germany to invest in China is to value the Chinese market. Therefore, maintaining a certain growth in the Chinese economy is an important condition for EU companies to stabilize investment and cooperation.” Yao Ling said. Premier Li Keqiang’s repeated explanation of China’s economic development and determination for stable development will allow Germany and EU companies to further strengthen cooperation with Chinese enterprises in technology and other aspects.

Li Keqiang introduced the results of the Sino-German Premier talks, saying that the two countries have established a high-level financial dialogue mechanism, will run the "2015 Sino-German Innovation Cooperation Year", and unanimously agree to strengthen cooperation in innovation, sustainable development and environmental protection.

In addition, the Chinese side will provide 80 billion yuan of RMB foreign qualified institutional investors (RQFII) quotas, and is willing to participate in the Hannover Electronics, Information and Communication Expo in Germany next year as a partner country.

After the financial crisis, Chinese companies seized the opportunity to go to Germany to buy manufacturing in the fields of machine tools and so on.

According to incomplete statistics, China has invested about US$4 billion in German investment, with an average annual investment of more than 100 projects and more than 2,000 German companies.

Since the European debt crisis, bilateral trade friction between the EU and China has been more obvious, but Germany has advocated consultation and cooperation with China. "This has brought a good start for cooperation between China and the EU." Yao Ling said.

This fall, Li Keqiang will visit Germany and hold the third round of German-Chinese government consultations.
